This report fulfills the requirements of section 20 of the Haulage Permits and Trailer Registration Act 2018.

The report considers 2 questions:

  • how safe are trailers over 750kg on the basis of best available data?
  • should mandatory testing and/or registration of trailers over 750kg be introduced?
